Marianna Schreeder motioned;  Section 2B. New trial hosts, as well as existing hosts, must apply for sanctioning to the HA Secretary at least thirty (30) days prior to the trial entry opening date. They must specify the number of trials to be offered in each sanctioned class (e.g., 2 Open trials and 2 Nursery trials). If the HA Secretary deems it necessary, an Approval Trial Committee will review the request and either approve or disapprove. Errors or omissions by the trial host may be waived by the Trial Approval Committee and their decision will be final. All trial information must be published prior thirty (30) days prior to the trial opening date on the USBCHA website for Upcoming Trials. Trial information should include trial name and dates, contact name, phone number, email or web site address, and location. to the trial in at least one Border Collie Magazine, or a local association newsletter, or a flyer to members in that district. Upon request, the HA may furnish local district mailing addresses to the trial host. for the district mailing, seconded by Norma Stewart.

 Herbert Holmes motioned to put the below items in place for the 2010 Cattle Finals, seconded by Marianna Schreeder.

 1. Extend both Open and Nursery qualifying to the last day of March, 2010

2. Allow handlers to enter third dogs on a provisional basis, the provision being that the trial does not fill, then third dogs are allowed. the third dogs would be allowed in order of qualifying points earned for open, and all allowed in the nursery.

3. Allow late entry's for the open and nursery.  Late entry's would not get into the trial ahead of any on time entry, regardless of points earned.

Dean Holcomb motioned, " the USBCHA will hold the National Finals at Belle Grove Plantation in September 2010. Dean Holcomb is representing the local group in this proposal. The USBCHA will accept the budget presented earlier to the B/D. As the budget shows, the event will cost the USBCHA $5000 up front. The USBCHA agrees to underwrite the finals for another $5000 in the event of unforeseen cost or revenue loss. If the budget does change for whatever reason, Dean Holcomb will contact the USBCHA president, then the USBCHA board will have direct input in any proposed budget changes. If, after all accounting is done, the event has a net profit, all of the money will be split 70% for USBCHA, 30% for the local group. This money that goes to the USBCHA will go into general funds to be used for all future finals. ", seconded by Lena Bailey

 Dick Williams motioned the B/D will vote on receiving the excess monies from the 2007 National Finals (approximately $20,000) with the following conditions:
The USBCHA must earmark the money in a separate account (possibly a CD). The money can only be used to fund a national finals that will be held East of the Mississippi (which could include Eastern Canada). The money will be dispersed in total to the next local committee awarded the bid to host that finals. The award of this money will not effect other monies normally provided by the USBCHA to a national finals local committee. The availability of money will be advertised in order that potential local committees considering bidding for the finals may properly consider receipt of these funds in their financial projections, seconded by Dean Holcomb.

1. Jimmy Walker motioned that Open Cattledog Classes with 5 or more entries can be sanctioned, seconded by Dean Holcomb.

There are two active motions on the floor for discussion.

 First motion:  Dean Holcomb motioned to add to the Open rules as in the Nursery rules. Section 21, rule B; All Handlers must be a current paid member of the USBCHA before the handler receives qualification points., seconded by Dan Keeton.

 Nursery rules section 21, rule B now reads: 
B) The handler of the dog must be a current paid member of the USBCHA before he competes to receive qualification. A member can qualify by competing against a non-member as long as all dogs competing comply to the USBCHA guidelines

Second motion:  Allen Hickenbottom motioned to change the first sentence of Section 1, Paragraph D, Only members in good standing shall earn points to participate in the National Open and Nursery class finals, seconded by Lena Bailey.

Section 1, Paragraph now reads, D. Members in good standing may participate in the National Open and Nursery class Finals. To participate in the HA National Finals one must also be a member in good standing of the American Border Collie Association Registry.

 Jimmy Walker motioned for rule change to Section 5-L add the wording "other than the USBCHA National Finals and the CBCA Canadian National Championships" to rule L,  seconded by Wilda Bahr.  The intent of this motion is to bring the wording of a fairly new rule into line with what we have always done by running in both the Canadian and U.S. championships. Discussion of this motion will stay open for a minimum of one week.

 Section 5 – L  Rule now reads.  Eligibility to run in the USBCHA Open and Nursery Sheepdog Finals is limited to citizens of the United States and/or Canada, and to non-citizens who have been physically present in the United States and /or Canada for at least nine months of the qualifying year for the Finals they seek to enter, and who have not run in the National sheepdog or Cattledog trial of any other country during the same calendar year as the Finals they seek to enter

The cattle finals cmte has a request for a rule change.
In the rules for cattle trials, section 22, 4 - c, the rule reads : " There are 15 points awarded at each of the two drive obstacles. 5 points for each head that goes through the obstacle successfully. Points will not be awarded until the cattle have daylited the outer ends of either the right or left drive obstacle. Once the cattle have gone through or around the drive obstacles, the handler must proceed to the next obstacle.  The cmte feels that the middle sentence "POINTS WILL NOT BE AWARDED UNTIL THE CATTLE HAVE DAYLITED THE OUTER ENDS OF EITHER THE LEFT OR RIGHT OBSTACLES" should be deleted. The first sentence of the rule is plain enough as to when the panel is made. There is always confusion and discussion at the finals about this wording. I do not believe this is a major difference in the rule itself. The cattle still must go thru the gates, but will make it simpler to score.   Herbert Holmes
 

Dean Holcomb motioned to delete a sentence in the Cowdog rules.  The sentence is in section Section 22, 4-c.  The sentence reads; Points will not be awarded until the cattle have daylited the outer ends of either the left or right obstacle, seconded by Wilda Bahr.

Beverly Lambert motioned the following and seconded by Lena Bailey

1. At the National Finals there will always be water available on the field so the dogs can cool themselves and that handlers are allowed to direct their dogs to the water and the dogs may use the water with no points penalty. Handlers may not leave the post to go to the water with their dog. If the handler is on the way to or in the shedding ring or on the way to the pen they may detour to the water. The clock will not be stopped. Handler and dog are still being judged on the actions of the stock and anything that the stock do may cause a loss of points or if the stock leave the trial area disqualification. The HA recommends that all HA sanctioned trials adopt this rule.

2. At the National Finals any judge that feels that a dog is not capable of continuing with his run because he is showing signs of stress should disqualify that dog and handler. This would include over heating, lameness or demonstrated inability to do the work required.

  • Emil Luedecke  motioned that when a motion and a second is made that it is placed on the USBCHA web site under agenda for one week before it is voted on.  This will give the members enough time to go to the agenda and get back with their directors to voice their opinion. Then the results will be posted on the minutes for all the members to see how the voting went, seconded by Barb Ross.

  • Discussion are going on regarding a proposed USBCHA forum

  • Clarify and change the policy set by the USBCHA regarding dogs who are retired by judges or handlers due to over heating.  Currently we allow dogs retired by judges due to over heating to retain points.  The discussion is to not allow any dog to retain points if retired by handler or judge.

  • Also in the talk is an effort to make water on the field at the finals mandatory
